80s / 90s - First proposals for an ACE
The Alpine Crossing Exchange was put up for discussion as early as ten days after the referendum on the Alpine Initiative in 1994, by the then LdU councillor Franz Jaeger (who currently is a professor at the University of St. Gallen). Unfortunately, his motion never was dealt with because Jaeger left the Swiss parliament in 1995. Even before that, the Austrian Institute of Economic Research (WIFO) in Vienna developed a similar model for tradable transit quotas (Prof. Wilfried Puwein). Independently of these proposals, the Alpine Initiative took up the idea again at the end of 2001.
